Job Description

The Fund Development Program Manager performs a critical strategic development function for the organization by driving the grants and fundraising efforts needed to secure the resources needed to sustain and advance ELF’s work. Under the guidance and supervision of the Executive Director, the Fund Development Program Manager is responsible for developing and leading the annual and long-term strategic plan. This exempt full-time position is focused on supporting the diversified funding streams for the Education & Leadership Foundation (ELF). This includes individual giving, private and family foundations, government grants, corporate matching, capital campaigns, sponsorships, and large-scale
events. With the leadership team, this position will work to communicate the ELF brand along with ensuring the organization’s activities are regularly communicated to the community, partners, and potential funders.


Responsibilities & Requirements


Performance Area 1: Grant Development, Activities, Reporting

  • Partners with the Executive Director and Director of Finance, to develop the long-term and annual strategic plan for a diversified funding stream.

  • Works closely with ELF Grant Committee in researching, and reviewing potential funding sources. Supports the team in developing parts of grant applications.

  • Provides project management on grant applications and ensures participation of committee members to completion.

  • Ensures applications and proposals are polished and represent ELF’s commitment to excellence in work products.

  • Manage all submissions of grants and reports by designated due dates, including – but not limited to – persuasively writing donor communications and preparing quarterly and annual reports.

  • Ensure the compliance of all grant reporting as required by foundation/corporate donors.

Performance Area 2: ELF Fundraising Campaigns

  • Track and assess annual development plan/fundraising campaigns, and provide analysis and reporting on progress towards development priorities and goals.

  • Regularly collaborate with ELF Departments to develop marketing collateral and digital fundraising strategies.

  • Lead the development of individual giving and major gift programs; identify a prospective individual and corporate donor and develop strategies to cultivate those relationships, provide support to train staff and Board in these efforts.

  • Responsible to meet the position’s goal of $100,000 a year through individual giving, grants, contracts, or capital campaigns.

  • Maintain accurate and up-to-date donor and fundraising data that respects the privacy and confidentiality of donor information.

Performance Area 3: Networking & Funder Relationships

  • Represent ELF at organization functions and events, particularly, fundraising associations and events.

  • Identify, cultivate, solicit, and steward relationships with local and regional entities and identify new opportunities for partnerships and sponsorships.

  • Oversee communications with current funders to maintain funding and work with the Executive Director and Leadership Team to develop new relationships.

Performance Area 4: Social Media & Communications

  • Responsible for managing ELF’s social media presence and content.

  • Works with Information Technology Department to ensure that ELF website information is accurate with events, activities, and program news.

  • Uses social media marketing tools to advance ELF’s social media presence.

  • Ability to understand key performance indicators and define them for social media. Provides information to Leadership Team.



Minimum of a Bachelor’s degree in Marketing, Business, English, Communications, or other closely related fields. Master’s degree preferred.


Minimum five (5) years of fundraising experience.

Proven track record of successfully raising an annual operating budget. Success in fundraising and fundraising events.


 Valid CA driver’s license.


  • Biliterate (English/Spanish)

Additional Duties:

  1. Confidentiality/Privacy compliance - Treats all client, member, and employee information as sensitive and confidential. Responsible for maintaining compliance with all HIPAA regulations and requirements where applicable.

  2. Compliance - Ensure compliance with all local, state, and federal regulations.

  3. Quality Improvement - Participate in quality improvement activities and contribute towards the overall performance improvement of the department and organization.

  4. Safety - All employees will participate in the ELF safety program.

  5. Travel – The position may require some day and overnight travel, primarily short distance.

  6. Work Schedule – the position may participate in evening and/or weekend activities as required by the

  7. department and organization.


Environmental Conditions:

Work generally takes place within an office environment. Air quality is good with general adequate lighting at desks/workstations. Noise conditions are moderate and limited to self and others on telephone calls and general interactions with coworkers and the public.

Physical Requirements:

  • Must be able to lift to 20 pounds and push up to 50 pounds (on wheels).

  • Must be able to hear staff on the phone and those who are served in person and speak clearly to communicate information to patients and staff.

  • Must be able to read memos, computer screens, personnel forms, and clinical and administrative documents.

  • Must have high manual dexterity.

  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouch, reach, kneel, twist/turn
